breakcpi for win32/linux

I found the there is no win32 or linux version of cpi2fnt or breakcpi, and there is no tool in psftools for extracting FNT raw font from CPI files.
I hacked READCPI(internet archive link) to make it work in win32 and linux.

for converting raw binary fonts to BDF fonts, please try my font2bdf-tools. (No manual provided, please read php source for usage)
